唐乾封二年（667年），以乐沙县更名，为严州治（1）。治所即今广西来宾县东南旧来宾（2）。天宝元年（742年）为循德郡治，二年改为来宾（3）。

注：
（1）《元和郡县图志》卷37岭南道4·严州循德：“乾封二年于废昆州乐沙县置严州，仍改乐沙县为怀义县。州城南枕大江。”来宾县：“本乐沙县，乾封二年为怀义县，天宝二年改为来宾。”（中华书局，1983年，下册，927页）。
（2）乐沙更名怀义，怀义更名来宾。《广西通志》卷130：“来宾县知县署，在城西南隅，唐乾封三年建，久废。明洪武元年，县丞孙仕安重建，以后屡修。”据此，则唐至清为同治，清来宾县治即今来宾县东南旧来宾。
