唐武德四年（621年）置，属南昆州（1）。治所在今广西柳江县南乐山村（2）。贞观七年（633年）省入新平县（3）。

注：
（1）《旧唐书》卷41·地理4·柳州：“隋始安郡之马平县。武德四年，平萧铣置昆州，领马平，新平，文安，贺水，归德五县。其年，改归德为修德，改文安为乐沙，仍加昆州为南昆州。八年，以贺水属澄州。贞观七年省乐沙入新平县，以废龙州之龙城来属。八年，改南昆为柳州。九年，置崖山县。十二年，省新平入马平。…天宝元年，改为龙城郡。乾元元年复为柳州。”“马平，州所治。”（中华书局，1975年，5册，1735页）。
（2）《读史方舆纪要》卷109柳州府马平县：“文安废县，亦在县南。唐武德四年置，属昆州，寻改县曰乐沙。贞观七年省入新平县。”（中华书局，5册，4444页）。故址不详，姑定于柳江县南乐山村。
