隋大业三年（607年），改利州为义城郡，辖县七：绵谷县、益昌县、义城县、葭萌县、岐坪县、景谷县、嘉川县①。唐武德元年（618年）改为利州②。
①《通典》卷176《州郡6》利州：“后魏立益州，世号为小益州。梁曰黎州。西魏复曰益州，寻改为利州。后周亦为晋寿郡。隋初郡废，焬帝初置义城郡。大唐为利州，或为益昌郡”。《隋书》卷29《地理上》葭萌县：“大业初又并恩金县入焉”、景谷县：“大业初又省鱼盘县入焉”，第822页。
