隋开皇三年（583年），废石山郡、怀化郡，遂州。辖县三：方义县、始兴县（开皇十八年改为青石县①）、长江县②。大业三年（607年）改为遂宁郡③。
①《元和郡县志》卷34《剑南道》青石县条：“本晋之晋兴县也，本属巴郡，既置遂宁乃割属焉。后魏改为始兴县。隋开皇十八年改为青石县”。
