隋开皇三年，废垫江郡、清居郡，合州辖县二：石镜县、汉初县①。开皇八年，析石镜县置赤水县②。开皇十八年（598年）改为涪州③。

②《元和郡县志》卷34《剑南道》赤水县条：“本汉垫江县地。隋开皇八年分石镜县于今县西二里置县，因水为名”。
