唐武德元年（618年）设置，与高平、丹川、陵川等三县同隶盖州。武德九年（626年），与丹川一同省入晋城①。治所在今陵川县西南盖城村②。

泽州上。“隋长平郡。武德元年，改为盖州，领高平、丹川、陵川，又置盖城四县。……九年，省丹川、盖城。”
又高平“汉泫氏县地。武德元年，于县置盖州，领高平、丹川、陵川、盖城四县。”

泽州高平郡，上。“晋城，上。本丹川，武德元年置建州。三年析丹川置晋城以隶之。六年州废，隶盖州，徙盖州来治。九年省丹川、盖城入晋城。”

陵川县，“开皇十六年，又析高平置陵川县，隶泽州。大业二年，州罢，隶长平郡。唐中。武德元年，隶盖州，又析县西南境置盖城县，同属焉。贞观元年，隶泽州。九年，省盖城。”
