唐武德元年（618年）开阳县更名为常宁县。治所在今朔州城区境，具体治地不确。唐武德四年（621年）省入善阳县。

注：

朔州  隋马邑县。“武德四年，置朔州，领善阳、常宁二县。其年，省常宁县。”

按：既然开阳县由长宁县更名，而开阳县于唐初更名为常宁也在情理之中。何时更置，不确。《旧唐书?地理志》言，唐武德四年（621年），常宁省入善阳。故确定更置为唐武德元年（618年）。

按：据《中国历史地图集》隋图，开阳在今神池县，暂作此定位。",
