北魏孝文帝置斤城县。治所在今吉县西北古贤村。隋开皇十六年（596）改为文城县，先后属耿州、汾州、文城郡①②。

注：
①文渊阁本《四库全书?太平寰宇记》慈州文城县：“（隋）十六年复于今吉乡县置耿州，改斤城为文城县，属耿州。十八年又改耿州为汾州，县仍属之。大业三年改汾州为文城郡，县属不改。”
