蒙古太宗十年（1238年），因晋州为皇子蒙哥（即宪宗）潜邸，故改设万户府。领鼓城、饶阳、安平等县。此后，深州武强县来属，辖境扩大。⑴

⑴《元史》卷58《地理一》：“晋州，唐、宋皆为鼓城县。元太祖十年，改晋州。太宗十年，立鼓城等处军民万户（所）[府]。中统二年，复为晋州。”（第5册，1358页）
又：“安平，下。太祖十九年，为南平州，于此行千户总管府事，领饶阳一县。太宗七年，复改为县，隶深州。宪宗在潜，隶鼓城等处军民万户府。中统二年，改立晋州，仍为安平县隶焉。”
又：武强县，“太宗六年，废州复为县，改隶深州。十一年，割属祁州。宪宗在潜，隶鼓城等处军民万户府。中统二年，置晋州，县隶焉。”
按：因晋州为蒙哥潜邸，地位较高，故鼓城万户府当作路级。万户府所辖县，鼓城、安平、武强均明确记载属万户府，饶阳县下不见记载。但安平县为南平州时，曾领饶阳一县，故暂作饶阳县一并属鼓城万户府。又武强县，在“太宗十一年，割属祁州”，后隶鼓城万户府，时间不详。现暂作定宗元年（1246年）为改隶之年，待详考。",
