清雍正四年八月（1726年9月）析武清县还属顺天府，⑴辖境缩小。雍正九年二月丙辰（1731年3月30日）升为府。⑵

⑵《世宗实录》卷103雍正九年二月丙辰：“吏部议复：署直隶总督唐执玉疏言，天津直隶州系水陆通衢，五方杂处，事务繁多，办理不易，请升州为府，设知府一员、粮捕通判一员、经历一员、教授一员、训导一员。附郭置天津县，设知县一员、县丞一员、典史一员。改州学正为教谕。此新设一县同该州原辖之青县、静海，及沧州、南皮、盐山、庆云一州三县，统归新升之府管辖。其旧设之河间府海防同知应就近改属天津，天津旧设之州同、吏目，应请裁汰。……均应如所请。从之。寻定天津新升府曰天津。”（中华书局，《清实录》，第8册，第368页）",
