明洪武三年（1370年），开平府属宜兴、龙庆二州及怀来县，云州和兴州，先后来属，⑴辖境扩大。治所在北京内城。⑵洪武五年（1372年），废龙庆、宜兴、兴、云四州，⑶辖境缩小。

⑴明《太祖实录》卷50，洪武三年三月甲午：“以永平府所属宜兴、龙庆二州及怀来县俱隶北平府。”（《明实录》，第？册，）
按：“永平府”当作开平府，详见郭红、靳润成：《中国行政区划通史@明代卷》，第33页。参见乾隆《清一统志》卷409：“元世祖初置開平府，號上都。後升上都路留守司。明初置開平府于此。宣徳五年徙衛治獨石，遂廢為邊外地。”
