唐武德元年（618年）置。⑴治巨鹿县（今河北巨鹿县驻地巨鹿镇北夏旧城）。辖巨鹿、白起两县。武德四年（621年）废。

按：据《新唐书》，邢州区域内，在武德元年至四年间有邢、温、和、起、封、东龙州等六州。据《元和志》，当时邢州置总管府。据《寰宇记》卷59：“唐武德元年改为邢州总管府，管邢、温、和、封、蓬、东龙六州，邢州领龙冈、青山、内丘三县。四年，平窦建德，置总管府，割内丘属赵州，仍省和、温、封三州。”《寰宇记》所言之逢州，是否即《新唐书》之起州，存疑。",
