唐永昌元年（689年）移治孔桥，⑴在今河北清河县驻地葛仙庄西南。⑵开元二十三年（735年）移治贝州城东。

⑵《太平寰宇记》卷58《河北道七》清阳县：“故城在今县东南”。
嘉庆《清一统志》卷33《广平府二》：“清阳故城，在清河县东。……唐永昌元年，缘久积盐卤，遂西移于永清渠之东孔桥。开元二十二年又移于今州城东永济渠之曲，即今邑也。”（第11册，第4页）
据此，本阶段的清阳县治当在永济渠之东，参考《中国历史地图集》第五册河北道南部幅之永济渠位置画出。",
