西汉武帝元朔四年（前125年）封。⑴治所在今河北黄骅市海丰镇村南。⑵属勃海郡。东汉建武六年（30年）除。⑶

⑵嘉庆《清一统志》卷24：“柳縣故城，在鹽山縣東。漢元朔四年，封齊孝王子陽巳為侯國，屬勃海郡。後漢省。《水經注》：浮水東北逕柳縣故城南。《地理風俗記》曰：髙城縣東北五十里有柳亭，故縣也。世謂之辟亭，非也。《寰宇記》：故栁城在鹽山縣東七十里。《縣志》：在縣東五十里。”
