约刘玄更始元年（公元23年）以迎河亭县恢复旧名。⑴治所在今河北南皮县东北。⑵东汉为勃海国都、郡治。⑶三国为勃海郡治。⑷西晋因之。⑸

⑴按：王莽败后，全国复汉旧郡、县名，但何时复名，未详。据《后汉书》卷11《刘玄刘盆子传》：更始即帝位，建元曰更始元年（23年），“是时海内豪桀翕然响应，皆杀其牧守，自称将军，用汉年号，以待诏命，旬月之间，徧于天下”。（2册，469页）据此，姑作刘玄更始元年（23年）复旧名。
⑵《太平寰宇记》卷65：“古皮城，在縣北四里。《史記》：齊桓公北伐山戎，至此繕修皮革，因築焉。”
嘉庆《清一统志》卷25：“南皮故城，在今南皮县东北。秦置县。汉元年，项羽闻陈余在南皮，环封之以三县，号成安君。文帝后七年，封窦彭祖为侯邑，属勃海郡。后汉为郡治。建安中，曹操擒袁谭于此。魏文帝为五官中郎将，射雉南皮，亦此地也。阚骃曰：章武有北皮亭，故此曰南皮。晋、魏皆为郡治。东魏移郡治东光，又移县于今治。《括地志》：故城在今县北四里。《寰宇记》：齐桓公北伐山戎，至此缮修皮革，因筑焉。《续通典》：南皮县西去景州六十里，县北有迎河，河北有故皮城，即汉晋渤海郡治。旧《河间府志》：在县东北八里。”
