明洪武元年十月丙戌（1368年11月29日），裁信阳县，置信阳直隶州，属河南分省，信阳州治，治所在今河南省信阳市。
明洪武四年二月癸酉（1371年3月6日），降为散州，改属南京临濠府。
明洪武六年九月戊午（1373年10月6日），临濠府改名中立府，故改属中立府。
明洪武七年八月庚子（1374年9月15日），中立府改名凤阳府，故改属凤阳府。① 
明洪武七年八月己未（1374年10月2日），改属汝宁府。
明洪武十年五月戊寅（1377年6月7日），降为信阳县，属汝宁府。②
