秦昭王八年（前299年）置，襄王元年（前249年）属三川郡（1）。汉初废，惠帝四年（前191年）复置，属河南郡，新莽天凤元年（14年）属保忠信卿，更始元年（23）复属河南郡（2）。东汉作新城，建武十五年（39年）属河南尹（3），西晋同（4）。东魏天平元年（534年）属新城郡（5）。隋开皇三年（583年）属洛州，十六年（596年）改名伊阙（6）。治今河南伊川西南平等乡新城遗址（7）。
