    新莽天凤元年（14年）改新息为新德，属汝坟郡，更始元年（23年）复旧名（1）。治今河南息县（2）。

注：
（1）《汉书》卷28上《地理志上》：汝南郡，莽曰汝汾；新息，莽曰新德。（北京，中华书局，1962年，6册，1561-2页）卷99中《王莽传中》：天凤元年，分颍川等为六队郡；官名悉改，以亭为名者三百六十，以应符命文，九州之内，县二千二百有三。（12册，4136~7页）今作此年改，王莽败复故。谭其骧《新莽职方考》：汝坟郡，汉汝南郡。《志》作汝汾，齐曰（齐召南《汉书官本考证》当是汝坟之讹。周曰（周寿昌《汉书注校补》）汝南古为汝坟地，于汾无涉，观下女阴莽曰汝坟可证。（卷二十一）（《长水集》，人民出版社，1987年，上册，56页）王莽败复故。
（2）《水经注疏》卷30《淮水》：淮水东迳故息城南，淮又东迳浮光山北，亦曰扶光山，即弋阳山也。淮水又东迳新息县故城南，应劭曰：息后徙东，故加新也；淮水，又东合慎水。（南京，江苏古籍出版社，1989年，下册，2504页）淮水，今淮河；浮光山，今息县南中度店蒲公山。（《水经注选评》，上海古籍出版社，2005年，121页）《元和郡县志》卷9《河南道五》：蔡州新息县，淮水，自西流入，经县北，去县五里；新息故城，在县西南一十里。（北京，中华书局，1983年，上册，240-1页）《中国文物地图集?河南分册》：文物单位简解，息县，古息城遗址，城郊乡张庄村东南，周代。城址平面略呈长方形，城墙大部已毁，但夯土墙基仍依稀可辨，城内出土周代铜器和陶器。（北京，中国地图出版社，1991年，490页）按：蒙古省新息县入息州，明废州为县，今县在淮河北，西南5公里为古息城遗址，淮河东为蒲公山，与《水经注》、《元和志》记载形势完全相符，是新息（息）设县以后迄今无变动，《清嘉庆一统志》卷223《光州二?古迹》新息故城，在息县东；又云北齐省北新息，以广陵城为新息，而故城遂废。（《四部丛刊续编》81册，商务印书馆，1934年）似县址有迁移，与上引记载不合。",
