约秦始皇二十六年（前221年）已有此县，属河内郡（1）。汉高帝元年（前206年）属殷国，二年（前205年）属河内郡（2），新莽天凤元年（14年）更名平野（3）。治今河南沁阳市。

（1）史念海《秦县考》作秦县。《禹贡半月刊》，1937年，7卷6、7合期，287页。谭其骧《秦郡新考》：河内（分河东置），《项羽本纪》赵将司马卬定河内，数有功，故立卬为殷王，王河内。《高祖本纪》二年，虏殷王，置河内郡，此入汉之年，非始置之年也。昭襄王三十三年魏入南阳，秦始有其地，率以并属河东；始皇并天下，始以山川形便，更加区画。（《长水集》。北京，人民出版社，1987年，上册，9页）杨宽《战国史》战国郡表，秦无河内郡。（上海，上海人民出版社，1880年，537-542页）今从谭说。
（2）《汉书》卷28《地理志上》：河内郡，莽曰后队，属司隶，野王，莽曰平野。（北京，中华书局，1962年，6册，1554页）卷99中《王莽传中》：天凤元年，分三辅为六尉部，河东、河内、弘农、河南、颍川、南阳为六队郡。（12册，4136页）今作此年改。
（3）《清嘉庆一统志》卷201《怀庆府一?古迹》：野王故城，今河内县治。（《四部丛刊续编》74册，商务印书馆，1934年）内政部《中华民国行政区域简表》：旧河内县（旧怀庆府首县）民国二年废府留县改名。（商务印书馆，1947年，128页）1989年撒县设市。",
