新莽天凤元年（14年）改宁陵为康善（1），属陈定郡（2），更始元年（23年）复名宁陵（3）。治今河南宁陵（4）。

注：
（1）《汉书》卷28下《地理志下》：梁国“莽曰陈定”；蒙，“莽曰蒙恩”。（北京，中华书局，1962年，6册，1636页）同书卷99中《王莽传中》：天凤元年，分颍川等为六队郡；官名悉改，以亭为名者三百六十，以应符命文，九州之内，县二千二百有三。（12册，4136~7页）今作此年改。
（2）《汉书》卷99中《王莽传中》：天凤元年，“制诏陈留大尹、太尉：其以益岁以南付新平；新平，故淮阳。以雍丘以东付陈定；陈定，故梁郡。以封丘以东付治亭；治亭，故东郡。以陈留以西付祈隧；祈隧，故荥阳。陈留已无复有郡矣。”（12册，4137~8页）按：宁陵在雍丘（今河南杞县）以东。
（3）王莽败亡后复旧制。
（4）《清嘉庆一统志》卷194《归德府二?古迹》：宁陵故城，金大定二十二年徙于汴河堤南古城；县志，故城在南关外，俗呼宁王城。（商务印书馆，1934年，《四部丛刊续编》71册）《河南省地名词典》：宁陵县，汉宁陵县，治所在今城关回族镇南。城关回族镇，金大定二十二年（1183年）起一直为宁陵县治，1949年改称城关区，1955年改称回族镇，1982年名城关回族镇。（北京，商务印书馆，1993年，386页）按：古代县治均在今县城附近移动。",
