新莽天凤元年（14年）改陈县为陈陵，属新平郡（1），更始元年（23年）复名陈县（2）。治今河南淮阳（3）。

注：
（1）《汉书》卷28下《地理志下》淮阳国：“高帝十一年置，莽曰新平”。陈：“莽曰陈陵。”（北京，中华书局，1962年，6册，1635页）同书卷99中《王莽传中》：天凤元年，分颍川等为六队郡；官名悉改，以亭为名者三百六十，以应符命文，九州之内，县二千二百有三。（12册，4136~7页）今作此年改。
（2）王莽败亡后复旧制。
