西魏大统元年（535），改上廉县曰吉安，并吉阳县地入。后周天和四年（569），移吉安於今州理。（1）

（1）、《太平寰宇记》：“平利縣 東南七十里，舊三鄉今五鄉，本漢西城地。後漢及魏葢為西城縣地。晉于今縣平利川置上亷縣，取上亷水為名。尋又改為吉陽縣。按《周地圖記》云：上亷縣後移還上庸於平利以置吉陽。後魏改為吉安縣。後周天和四年，移吉安於今州理。唐武德元年，再於上亷城置平利縣。八年，又移於方聲口戍南、聲水之東、黄洋水北，即今縣也。大厯六年，以戸口散落併入西城縣。長慶初，復置”。",
