北魏永平三年（510），移华阴县治于今大荔县城，于县置华州。①

①《北史》卷18?列传第六：景穆十二王下，……燮表曰：“谨惟州居李润堡，虽是少梁旧地，晋芮锡壤，然胡夷内附，遂为戎落。窃以冯翊古城，实惟西藩奥府；面华、渭，包原泽；井浅地平，樵牧饶广。采材华阴，陆运七十，伐木龙门，顺流而下。陪削旧雉，功省力易。丁不十钱之费，人无八旬之勤。损轻益重，乞垂昭鉴。”遂诏曰：“一劳永逸，便可听移。”（中华书局，1974 年，2 册，677 页）《太平寰宇记》卷28?关西道四：同州，……按《郡国记》云：“同州所理城，即后魏永平三年（510）刺史安定王元爕所筑。民国《大荔县志稿》卷4?土地志：古迹，……北魏宣武帝永平三年以安定王元燮表由李润堡移冯翊郡城。方與纪要谓：冯翊者，后汉冯翊郡治，即今同州府大荔县治城也。成文出版社，第481 页。",
