东汉建安五年（200），迁临晋县城于今大荔县城，于城置右内史。① 

注：
①《太平寰宇记》卷28?关西道四：同州，……建安初，分冯翊为右内史，高陵东为左内史。……自今奉先县东北五十里李润镇，分泰州置华州理于此。废帝三年（554），又改为同州，其同城，盖自后魏以后修筑，非汉之临晋县。《地志》以为汉临晋县，未详其事。盖后汉于此置临晋县，今取朝邑界故临晋城为名，晋改为大荔，后魏初复名临晋。《大荔县志?大事记》：东汉献帝建安五年（200）移临晋县治和左冯翊郡治于今大荔县城。此为郡、县同设一城之始。《大荔县志》，陕西人民出版社，1994 年，第8 页。",
