隋开皇元年改城中县为城平县，迁县治于今清涧县乐堂堡寨子湾东三十里。①属绥州。大业二年（606）改绥州为上州。②大业三年（607）改上州为雕阴郡。③天宝元年（742）改雕阴为上郡，乾元元年（758）改上郡为绥州。④唐末县废。⑤
