晋永嘉五年（311 年），张轨改白石县为永固县①，属晋兴郡。唐贞观七年（633 年）永固县置乌州②。

①《太平寰宇记》卷154《陇右道五》河州条：“前凉张骏八年改白石为永固县。唐贞观十年分河州于此，置乌州”。雍正《甘肃通志》卷22《古迹》河州条：“凤林废县在州西南，本白石县地。晋恵帝时张轨分置永固县。《四库全书》本。《晋志》轨置晋兴郡，领县有永固是也。后入吐谷浑，废。唐改置凤林县，属河州。《元和志》东北至州八十里”。《晋书》卷14《地理志上》总序“永宁中，张轨为凉州刺史，镇武威，上表请合秦雍流移人于姑臧西北，置武兴郡，统武兴、大城、乌支、襄武、晏然、新鄣、平狄、司监等县。又分西平界置晋兴郡，统晋兴、枹罕、永固、临津、临鄣、广昌、大夏、遂兴、罕唐、左南等县。”中华书局1974 年版，第434 页。段按《十六国春秋》卷70《前凉录一》张轨条：“又分西平界置晋兴郡，统晋兴、枹罕、永固、临津、临鄣、广昌、大夏、遂兴、罕唐、左南等县以居之”，记此事为永嘉五年。
②《旧唐书》卷40《地理三》陇右道河州条：“张骏改白石为永固。贞观七年，废县，置乌州。十一年州废，于城内置安乡县。”",
