唐天宝元年（742 年）改安乡县为凤林县①，属河州。宋熙宁六年（1073 年）收复凤林县置枹罕县②。治所在今甘肃临夏县西南八十里③。
①《旧唐书》卷40《地理三》陇右道河州条：“（贞观）十一年州废，于城内置安乡县。天宝元年，改为凤林，取关名也”，中华书局1975 年版，第1635 页。
②宋?李攸撰：《宋朝事实》卷18《熙河路》河州条：“熙宁六年收复凤林县，置枹罕县，七年省”。《四库全书》本。《與地广记》卷16“唐贞观七年于县置乌州，十一年州废，置安昌县来属。天宝元年更名凤林。广徳元年州没吐蕃。皇朝熈宁六年收复，置枹罕县，七年省之”。
