唐贞观五年（631 年）于故美相县置临潭县，属淳州。八年（634 年）废淳州，为洮州治。开元十七年（729 年）改属岷州。二十年（732 年）改属临州。二十七年（739 年）复属洮州。天宝元年（742 年）又属临洮郡。天宝中（以748 年为准），并美相县。乾元元年（758 年）复属洮州①。广德元年（763 年）陷于吐蕃②。治所在今甘肃省临潭县东新城乡西南七十里③。
①《太平寰宇记》卷154《陇右道5》洮州条：“唐武徳二年置洮州。贞观五年移州治于洪和城。后复移还洮阳城，今州治也。永徽元年置都督府。开元十七年废并入岷州临潭县。置临州。二十七年又改为洮州。天宝元年改为临洮郡，管密恭县，党项部落也寄治州界。乾元元年复为洮州。后唐长兴四年并为保顺军节度”。
②《元和郡县图志》卷39《陇右道上》洮州条：“武帝保定元年立洮州。隋大业三年罢州改为临洮郡。隋季乱离，所在陷没，郡守孙长询率所部百姓婴城固守。以义宁元宁举城归国。武徳二年复于此置洮州。贞观四年州移理故洪和城，于此置临洮镇。五年废镇置淳州。八年废州，复移洮州理此。永徽元年置都督府。开元十七年废入岷州。二十年于临潭又置临州。二十七年又改为洮州。广徳元年陷于西蕃”。临潭县条：“本隋美相县。周保定元年置。贞观四年移美相县于东北洪和城内。五年于州理改置临潭县。其城东西北三面并枕洮水”，中华书局1983 年版，第997 页。段案：《旧唐书》、《太平寰宇记》淳州作旭州。《太平寰宇记》卷154《陇右道5》洮州临潭县条“临潭县，七乡，本浑谷之镇，谓之洪和城。后周改为美相县，属洮州。唐贞观四年移洮州理于此。五年置临潭县，属于旭州。八年废旭州，县来属。其年复移还洮阳城，今州治也。仍旧于洪和县置美相县，隶洮州。天宝中废美相并入”。
