北魏太平真君二年（441 ）分上禄县置水南县，太平真君七年（446 年）为天水郡治①。北周废入汉阳县②。治所在今甘肃西和县西南二十里③。

②雍正《甘肃通志》卷3 上《建置沿革》巩昌府西和县条“汉陇西郡西县及武都郡地。晋改置始昌县，属天水郡，后废。后魏置水南县，又于县置天水郡。后周郡县皆废入汉阳”。王仲荦《北周地理志》卷二《陇右》长道郡汉阳条：“北周郡废”。中华书局1980 年版，第159 页。
