南朝梁天监元年（502年）置。属武宁郡。（1）治所在今湖北省钟祥县西北、乐乡关东。（2）普通元年（520年）改为惠怀县。（3）

注：
（1）《隋书》卷31《地理志下》竟陵郡乐乡县：“旧置武宁郡，西魏置鄀州。又梁置旌阳县。”（北京，中华书局，1973年，3册，889页）清杨守敬《隋书地理志考证附补遗》卷9《竟陵郡》乐乡县下按：“《宋志》南郡有旌阳县，文帝十八年省并枝江。二汉无旌阳，见《晋太康地志》，疑是吴所立，然则梁因晋旧名。”（《二十五史补编》，北京，中华书局，1956年，4册，4903页）梁置县具体年代未详，姑作天监元年（502年）置，属武宁郡。
（2）杨守敬《萧梁疆域图》，惠怀县在钟祥县西北、乐乡县东。（清宣统三年刊于鄂城本，50页）据牛汉平《清代政区沿革综表•湖北省总表》，安陆府钟祥县即今湖北省钟祥县。（北京，中国地图出版社，1990年，236页）当作在今湖北省钟祥县西北、乐乡关东。（《湖北省地图集》，湖北省地图集编纂委员会，武汉，1965年，58——59页）按：惠怀县本旌阳县，故旌阳县也当治于此。
