明永乐四年（1406年）置。隶施州卫。（1）治所即今湖北省鹤峰县。（2）清雍正六年（1728年）改属恩施县。（3）十三年（1735年）改置为鹤峰州。（4）

（3）《世宗实录》卷72雍正六年八月已丑：“将归州升为直隶，裁施州、大田二卫所归并为县，施州卫所管之施南十五土司，应归县辖，同巴东、兴山、长阳三县俱属归州。……从之。”（《清实录》，北京，中华书局，1985年，7册1078页）又《清史稿》卷67《地理志十四•湖北》施南府：明施州卫。“康熙中，因明制，为施州卫，属荆州府。雍正六年，改为恩施县，属直隶归州。”（北京，中华书局，1977年，8册，2182页）按：当属施州卫之容美宣抚司，雍正六年（1728年）改属恩施县。
