  "source note" : "平安县（23年——29年）<br><br>刘玄更始元年（23年）复鸿睦县为汉名平安县，属千乘郡（1）。治今桓台县北起风桥北夏庄村东北会城遗址（2）。东汉建武六年（30年）废（3）。<br><br>注：<br>（3）谭其骧《新莽职方考》：“建信郡，汉千乘郡”，“鸿睦，汉平安。”（《长水集》，1987年，上册，65页）是新莽改平安为鸿睦。《后汉书》卷一《光武帝纪一上》：更始元年（23年），光武持节北度河，镇慰州郡，”除王莽苛政，复汉官名。”（北京，中华书局，1965年，1册，10页）建信郡之复汉名千乘郡，鸿睦县之复汉名平安县，当在此时。<br>（2）《续山东考古录》卷2《济南府中·新城县》：“平安县故城，在东北四十里，今会城。”王汝涛点注：“平安县，汉置，后汉省。今淄博市桓台县驻地索镇北13公里起风镇夏庄村东北侧之‘会城遗址’。”（济南市，山东文艺出版社，1997年，76、78页）即今桓台县（索镇）北起风桥北夏庄（《山东省地图集》，1964年，136—137页）东北侧会城。<br>（3）李晓杰《东汉政区地理》第三章《青州刺史所辖郡国沿革》第三节《千乘（乐安）郡（国）沿革》：《汉书·地理志》千乘郡领县十五，而《续汉书·郡国志》乐安国（西汉千乘郡）领县九，“除利、益、寿光三县外，其余六县皆见于《汉书·地理志》千乘郡所领十五县之中，而《汉书·地理志》所余九县（其中含平安县）又不载于《续汉书·郡国志》其它郡国之下，故可知此九县（其中一县为延乡）皆于东汉初年省并。”（济南市，山东教育出版社，1999年，55页）考《后汉书》卷1《光武帝纪下》：建武六年，“条奏并省四百余县，吏职减损，十置其一。”（北京，中华书局，1965年，1册，49页）平安县之废即在此年。",
