  "source note" : "高宛（菀）县（公元前164年——13年）<br><br>西汉元狩六年（公元前164年）置，属齐国，元封元年（公元前110年）属千乘郡（1）。治今邹平县东北苑城镇（2）。新莽天凤元年（14年）改为常乡县（3）。<br><br>注：<br>（1）《汉书》卷28《地理志上》：千乘郡县十五，其一为高苑（北京，中华书局，1962年，6册，1580页；“宛”，《后汉书志》第22《续汉书·郡国志四》作“菀”）周振鹤《西汉政区地理》第九章《齐国沿革》第二节《文帝十六年后齐国沿革（千乘郡）》：元狩六年以齐郡复置齐国，闳为齐怀王，“齐怀王括有《汉书·地理志》千乘郡地，由《汉书·卜式传”可证，元鼎中，南越吕嘉反，卜式上书曰：“臣愿与子男及临淄习弩、博昌习船者，请行死之。”博昌《汉书·地理志》属千乘郡，时卜式为齐相，是怀王齐国有千乘之地，然时尚未分置千乘郡”；元狩元年至元封元年之齐怀王国为齐郡与千乘之和，“千乘郡自析置以来，其领域大小没有变化，如《汉书·地理志》所载。”（北京，人民出版社，1987年，101—102页）据此，高苑县之置在元狩六年复置齐国时。<br>（2）《续山东考古录》卷1《济南府上·长山县》：“高宛故城，在县北二十里，今宛城店，又名西高宛城。”王汝涛点注：“高宛县，汉置县，后汉改为高苑，刘宋省。遗址在今惠民地区邹平县苑城乡驻地苑城村北，今称高苑故城遗址，亦称西高苑。”（济南市，山东文艺出版社，1997年，60—61页）按即今邹平县东北苑城镇（《山东省地图集》，1964年，136—137页）。<br>（3）谭其骧《新莽职方考》：“建信郡，汉千乘郡”，“常乡，汉高宛。”（《长水集》，1987年，上册，65页）其文又云：元始五年，王莽更州名，“并稍增置郡县，迄于天凤元年（14年）总有郡一百二十五，今可考者一百一十六，县二千二百三。”（同上书，49页）千乘郡之改为建信郡，高宛县之改为常乡县，当在元凤元年。",
