明洪武四年（1371年）以州治临淮省入，属临濠府，为散州。①故址在今江办盱眙县北古淮河北岸，今已沦入洪泽湖中。②清康熙十九年（1680年）州城为水所圯，州治迁至盱眙县治。③
①《明史》卷40《地理志一》：“泗州，元属淮安路。太祖吴元年属临濠府。洪武二年九月直隶中书省。四年二月还属府，后以州治临淮县省入。”（第4册，914页）按明制散州郭下无县，故临淮县省入，当亦在同年。
②《清嘉庆一统志》第45册，卷134《泗州直隶州古迹》：“泗州故城在今州城东南一百八十里。有东西二城。明初始合为一。周九里有奇，门五。本朝康熙十九年圯於水。”此故城已经发现在今江苏盱眙县北古淮河北岸，今已沦入洪泽湖中。
③《清嘉庆一统志》第45册，卷134《泗州直隶州建置沿革》：“本朝康熙中圯於水，寄治盱眙。雍正二年升泗州直隶安徽布政使司。乾隆四十二年裁凤阳府之虹县，以其地入州为州治。”",
