明洪武三年（1370年）改中立县曰临淮县。为临濠府治。六年（1373年）为中立府治。①故治即今安徽凤阳县东北临淮关。②七年（1374年）分临淮县地置凤阳县，为凤阳府治，临淮县为属县。③清乾隆十九年（1754年）并临淮县入凤阳县。
①《明史》卷40《地理志一》：“凤阳府，……临淮，府东北。元曰钟离，为濠州治。洪武二年九月改曰中立。三年十一月改曰临淮。七年为府属。”（第4册，912—913页）
②《读史方舆纪要》卷21凤阳府临淮县：“钟离城在县东四里。……唐置濠州，钟离县治在城外。……又旧府城在县西南二里，故濠州城也。自唐以来，濠州皆治此。”是唐宋钟离县城与明清临淮县城为一地，濠州城在西南二里，与唐宋记载正合。可见自汉魏以来至唐宋迄明清火钟离县城即今凤阳县东北之临淮关是也。清光绪《凤阳县志》卷16《辨误》：“钟离城之在临淮，自来地志从无异说。”
