新莽天凤元年（14年）改富陵县置，属淮平郡（1）。治今江苏洪泽县西北洪泽湖中（2）。刘玄更始元年（23年）复汉县名富陵（3）。
注：
（1）谭其骧《新莽职方考》，《长水集》，北京，人民出版社，1987年，上册，67页。其文又云：元始五年，“稍增置郡县，迄于天凤元年（14年），总有郡一百二十五，今可考者一百一十六；县二千二百三，今可考者一千五百八十五。”（《长水集》，北京，人民出版社，1987年，上册，67、49页）则改制在天凤元年。
（2）《史记》卷51《荆燕世家·正义》引《括地志》：“富陵故城，在楚州盱眙县东北六十里。”（北京，中华书局，1959年，6册，1995页）按唐盱眙县，即今盱眙县。《读史方舆纪要》卷21《江南三》盱眙县：“富陵城，在县东北六十里，汉县。”（北京，中华书局，1955年，1册，999页）按明清盱眙县即今县。据此，涨富陵县在今盱眙县东北六十里，以此推考，其地在今洪泽县西北，已没于洪泽湖中。
（3）《后汉书》卷1《光武帝纪上》：更始元年（23年），“除王莽苛政，复汉官名。”（北京，中华书局，1965年，1册，10页）复汉县名，即在此时。同书卷26《侯霸传》：王莽时，“为淮平大尹，政理有能名。及王莽之败，霸保自守，卒全一郡。更始元年，遣使征霸。”（同上引书，4册，901页）可以资证。",
