五代周显德五年（958年）置，为通州治（1）。治今江苏南通市（2）。北宋天圣元年（1023年）为崇州治，明道二年（1033年）复为通州治（3）。元至元十五年（1278年）为通州路治，二十一年（1284年）复为通州治（4），明洪武元年（1368年）省入通州（5）。

（1）《太平寰宇记》卷130《淮南道八》：通州，“南唐李氏于海陵县之东境置静海制置院，周显德中，世宗克淮南，升为军，后以为通州。”首县静海，“随州置。”（金陵书局，光绪八年刊本，23册，4——5页）《舆地纪胜》卷41《淮南东路》：通州，“周世宗平江北，改静海都镇为静海军。《五代史》云：周世宗克淮南，升为静海军。”（北京，中华书局影印本，1992年，2册，1701——1703）《资治通鉴》卷292《后周纪三》：显德三年（956年）征淮南（北京，中华书局，1956年，20册，9534页）；同书卷294《后周纪五》：显德五年（958年）正月，“拔静海军，始通吴越之路。”三月，“江北悉平，得州十四，县六十。”胡注：“光、寿、庐、舒、蕲、黄、滁、和、濠、泗、楚、扬、泰、通十四州。”（同上引书，9578、9581页）显德五年正月“拔静海军”，实为拔其地，而后置静海军。至三月，淮南平，改静海军为通州，故胡注云有通州，而不言静海军。
（2）清《嘉庆一统志》卷106《通州·古迹》：静海废县，“今州治。”（《四部丛刊续编》，商务印书馆，1934年，35册，7页）按清通州，即今南通市。
