金大定七年（1167年）改怀仁县为赣榆县，属海州（1）。治今江苏赣榆县西北赣马（2）。元至元十五年（1278年）属海州路，又改属海宁府，次年改属海宁州（3）。明洪武元年（1368年）属海州（4）。清代因之（5）。1912年改海州为东海县，赣榆县属江苏省（6）。

（2）《太平寰宇记》卷22《河南道二十二》海州怀仁县：“隋开皇三年废义塘郡，移怀仁县于此，改属海州。”（金陵书局，光绪八年刊本，5册，11页）按自隋开皇三年移怀仁县治后，金大定七年改名赣榆县，直至清代，未曾移治，即今赣榆县西北赣马，亦即旧赣榆。
（3）《元史》卷59《地理志二》：海宁州，唐海州，“元至元十五年，升为海州路总管府，复改为海宁府，未几降为州。”领有赣榆县（北京，中华书局，1976年，5册，1416页）。此云“未几”，不知何年，它书又未载，姑以至元十五年的次年即十六年计。
