新莽天凤元年（14年）改淩县为生淩县，属水顺郡（1）。治今江苏泗阳县西北淩城遗址（2）。刘玄更始元年（23年）复名淩县（3）。
注：
（1）谭其骧《新莽职方考》，《长水集》，北京，人民出版社，1987年，上册，68页。其文又云：西汉元始元年，“稍增置郡县，迄于天凤元年（14年），总有郡一百二十五，今可考者一百一十六；县二千二百三，今可考者一千五百八十五；大郡至分为五郡，今可考者仅一郡分为二三；县以亭为旬者三百六十，今可考者一百一十二。”（同上引书，49页）则新莽改制在天凤元年。
（2）尹焕章、张正祥《洪泽湖周围的考古调查》：“淩城遗址，在泗阳县西北8公里，北距六塘河约1公里。……此为《汉书·地理志》所说的泗水国首邑城。”该文附图泗阳县西北淩城遗址（《考古》，1964年，第5期，223页）。新莽改为生淩县。
