元至元十三年（1276年）置，二十年（1283年）省淮安县，山阳县为淮安府路治（1）。治今江苏淮安县（2）。至正二十六年（1366年），朱元璋为淮安府治（3）。清因之（4）。1912年裁府留县，属江苏省（5）。
