汉高帝六年（公元前201年）置（1）。治今江苏涟水县（2）。属东海郡（3）。元狩六年（公元前117年）属临淮郡（4）。新莽天凤元年（14年）改为淮敬县（5）。
注：
（1）（3）《汉书》卷28《地理志》；临淮郡领有淮浦县（北京，中华书局，1962年，6册，1589页）。《汉书》卷36《楚元王传》：汉六年（公元前201年），“立交为楚王，王薛郡、东海、彭城三十六县。”（同上书，7册，1922页）淮浦县当置于此时，属东海郡，周振鹤《西汉政区地理》上篇第一章：高帝六年——吕后六年楚国图，东海郡领有淮浦县（北京，人民出版社，1987年，26页）即是。
（2）乾隆《江南通志》卷32《古迹》：“淮浦故城，在安东县西。汉置，或曰即今县治。”（台北，华文书局，1987年，第1册，631页）按清安东县，即今涟水县。

（5）谭其骧《新莽职方考》，《长水集》上册，其文云：元始五年，“并稍增置郡县，迄于天凤元年，总有郡一百二十五，今可考者一百一十六，县二千二百三，今可考者一千五百八十五。”（北京，人民出版社，67、49页），县之改名即在此时。",
