隋大业十一年（615年）置，为射州治（1）。治今江苏盐城市（2）。唐武德七年（624年）改置盐城县（3）。
注：
（1）（3）《旧唐书》卷40《地理志三》：盐城县，“隋末，韦彻于此置射州，立射阳、安乐、新安三县。武德四年（621年）归国，因而不改，七年，废射州及三县，置盐城县于废射州，仍属楚州。”（北京，中华书局，1975年，5册，1573页）《新唐书》卷31《地理志五》同。据《资治通鉴》卷182《隋纪6》；大业十一年（615年），“盗贼繁多。”（北京，中华书局，1956年，12册，5695页）韦彻之事，约在其时。
（2）南京博物院《江苏射阳湖周围考古调查》：“麻瓦坟遗址，位于盐城县东北角，面积南北约1·5，东西近1公里。遗址有周代和汉代二种文化的堆积。经这次考察，采集的遗物主要是汉代的。根据初步推测，这可能就是汉代的盐渎所在地。”（《考古》1964年第1期，北京，考古杂志社，27页），东晋义熙八年改为盐城县，隋大业时改为射阳县，唐武德七年复改置盐城县，即在今盐城市。",
