西汉高帝六年（公元前201年）置，属东阳郡，元狩二年（公元前121年）属广陵郡，元狩六年（公元前117年）属临淮郡（1）。治今江苏泰州市（2）。新莽天凤元年（14年）改为亭闲县（3）。
注：
（1）《汉书》卷28《地理志上》临淮郡领有海陵县（北京，中华书局，1962年，6册，1589——1590页），不载设置年代。周振鹤《西汉政区地理》第二章《吴国沿革》：“高帝六年，以故韩信楚国淮东地之东阳、鄣郡、吴郡置荆国封刘贾。”其附图高帝六——十一年荆国及高帝十二年——景帝二年吴国图，东阳郡领有海陵县（北京，人民出版社，1987年，34——35页，据此，涨高帝六年时已置海陵县。周文又云：景帝三年，以东阳、鄣二郡置江都国，元狩二年江都国除为广陵郡，六年置临淮郡，海陵县属之（同上引书，34——39页）。
（2）清《嘉庆一统志》卷97《扬州府·古迹》：“海陵废县，今泰州治。汉置县。”（《四部丛刊续编》，商务印书馆，1934年，32册，2页）按清泰州，即今江苏泰州市。
（3）谭其骧《新莽职方考》，《长水集》上册，北京，人民出版社，1987年，68页。其文又云：元始五年（5年）始分界凡十二州，”并稍增置郡县，迄于天凤元年（14年），总有郡一百二十五，今可考者一百一十六。县二千二百三，今可考者一千五百八十五。”（同上书，48页）则改海陵县为亭闲县当是新莽元凤元年（14年）改制。",
