刘玄更始元年（23年）改杜乡县为平安县（1）。治今江苏宝应县西南南闸尾（2）。属广陵郡，东汉永平元年（58年）属广陵国，十年（67年）属广陵郡（3）。三国魏黄初四年（223年）废（4）。
注：
（1）《后汉书》卷1《光武帝纪上》：更始元年（23年），“除莽苛政，复汉官名。”（北京，中华书局，1965年，1册，10页）杜乡县之复名平安县，当在此年。
（2）清《嘉庆一统志》卷97《扬州府·古迹》：“安宜旧县，在宝应县西南，汉置平安县。”（《四部丛刊续编》，商务印书馆，1934年，32册，2页）《中国历史地图集》第二册《西汉图》定点在今宝应县西南南闸尾附近（北京，中国地图出版社，1982年，19——20页）今从。

（4）《三国志》卷51《吴书·孙韶传》：为广陵太守，孙权称尊号，为镇北将军。韶为边将数十年，”淮南滨江屯候皆彻兵远徙，徐、泗、江、淮之地，不居者各数百里。”（北京，中华书局，1975年，5册，1216页）据此魏时长江一带已不设郡县。吴增仅《三国郡县表附考证》卷2《徐州》据《吴韶传》云：平安县“当废为境上地。”又引《通鉴》胡注云：“魏之广陵徙治淮阴，汉之广陵废而不治。”又引《三国志·魏书·文帝纪》：黄初五年（224年），文帝幸广陵，临江叹曰，吴有人云云，知是时广陵已还旧治矣（即指广陵县），至六年（225年），则云幸广陵故城，曰故城者，别乎新治而言。据此推求，则广陵（郡）徙治当在黄初五年文帝初到广陵改易将守时也。”",
