梁建元元年（479年）置，为罗阳郡治（1）。治所即今广东省郁南县西南罗顺镇（2）。隋开皇十年（590年）郡废县属泷州，开皇十八年（598年）更名正义县（3）。

（1），《隋书》卷31?地理下?永熙郡：梁置泷州。统县六。首县泷水县：“旧置开阳县，置开阳、平原、罗阳等郡。平陈，郡并废，以名县。开皇十八年改平原曰泷水，罗阳为正义。大业初置永熙郡，开阳、正义俱废入焉。”（北京，中华书局，1973年，3册，882页）。《一统志》作梁置县。今作梁建元元年置。
（2），《嘉庆一统志》卷457?罗定州?古迹?罗阳废县：“在西宁县西。。”（《四部丛刊续编》，商务印书馆，1934年，171册）。清西宁县即今郁南县建城镇，其西由罗村、罗顺等地名，今定罗阳县于广东省郁南县建城镇西罗顺镇。
