梁大同元年（536年）置，属黄州宁海郡。隋开皇十年（590年）郡废，县属黄州，十八年（598年）属陆州（1）。治所在今广西钦州市东南坪山村（2）。大业三年（607年）废入宁越郡海安县（3）。

（1），《隋书》卷31?宁越郡：“梁置安州，开皇十八年改曰钦州。”海安县，“梁置，曰安平，置黄州及宁海郡。平陈，郡废。十八年改州曰玉州。大业初州废，其年又省海平、玉山二县入。”（北京，中华书局，1973年，3册，885页）。
《元和郡县图志》卷38?岭南道?陆州：“本汉交趾郡地，梁大同元年于郡分置黄州，隋开皇十八年改为陆州，以在海南，有陆路同海北，因以为名。”管县三：首县“宁海县：本梁安海县，武德四年又置海平，至德二载更今名。”“华清县，西至州一里。本名玉山县，天宝元年改为华清。本在乌雷县北四十里。大历三年，与州同移于安海县理。”（北京，中华书局，下册，962页）。作梁大同元年与黄州同时设置，属宁海郡，隋开皇十年郡废，县属黄州，十八年属陆州。
（2），据注1《元和志》，故县治‘在乌雷县北四十里’，乌雷即今广西钦州市东南乌雷村，玉山县古址当在今乌雷村北四十里。今据此定玉山县于广西钦州市东南坪山村。
（3），据注1《隋书》，作大业三年改州为郡时，废入宁越郡海安县。",
