唐贞观元年（627年）复置，属儋州，天宝元年（742年）属昌化郡，乾元元年（758年）复属儋州（1）。治所即今海南省昌江县西北南罗镇（2）。乾元二年（759年）省（3）。

（1），《旧唐书》卷41?岭南道?儋州：“隋儋耳郡。武德五年置儋州，领义伦、昌化、感恩、富罗四县。贞观元年分昌化置普安。天宝元年改为昌化郡，乾元元年复为儋州。”（北京，中华书局，1975年，5册，1762页）。
《唐书》卷43上?地理七上?儋州昌化郡?昌化：“贞观元年析置吉安县，乾元后省。”（北京，中华书局，1957年，4册，1101页）。
（2），《嘉庆一统志》卷452?琼州府?古迹：吉安废县：“在昌化县北。县志，今县东北有旧县，疑是。”（《四部丛刊续编》，商务印书馆，1934年，170册）。今图清昌化县东北未见“旧县”，姑定于清县东北、今昌江县西北南罗镇。
