元至元二十九年（1292年）六月置，属琼州，天历二年（1329年）属乾宁军（1）。治所即今海南省琼海县东北塔洋镇（2）。明洪武元年（1368年）属琼州府，二年属琼州，三年以后属琼州府（3）。清因之（4）。1912年废府留县（5）。

（1），《元史》卷63?地理六?湖广等处行中书省?乾宁军：唐置琼州。“元至元十五隶海北海南道宣慰司。天历二年，以潜邸所幸，改乾宁军民安抚司。领县七：琼山，倚郭；澄迈；临高；文昌；乐会；会同；安定。”（中华书局，1976年，5册，1538页）。
《明史》45?地理六?广东?琼州府：“元乾宁军民安抚司，元统二年十月改为乾宁安抚司，属海北海南道宣慰司。洪武元年十月为琼州府，二年降为州，三年仍升为府。领州三，县十。”会同县“元至元二十九年六月置，东滨海”。（北京，中华书局，1974年，4册，1146页）。
（2），设县之后，县治未见迁徙记载。据宣统元年《广东地舆全图》会同县图（台湾，成文出版社《中国方志丛书》第108号），治所即今海南省琼海县东北塔洋镇。
