元至顺二年（1331年）迁置，属乾宁军安抚司（5）。治所即今海南省文昌县（2）。元统二年（1334年）十月改属乾宁安抚司，明洪武元年属琼州府，二年属琼州，三年以后属琼州府，清因之（3）。1912年废府留县（4）。

（1），《元史》卷63?地理六?湖广等处行中书省?乾宁军：“元至元十五隶海北海南道宣慰司。天历二年，以潜邸所幸，改乾宁军民安抚司。领县七：琼山，倚郭；澄迈；临高；文昌；乐会；会同；安定。”（中华书局，1976年，5册，1538页）。
《嘉庆一统志》卷450?琼州府?古迹：“文昌故城，在今文昌县北。通志，故县在今县北何恭都潭步村，元至顺二年移于北山都，即今治。”（《四部丛刊续编》，商务印书馆，1934年，170册）。
