隋开皇十年（590年）置，为合州治，大业三年（607年）州废，县属合浦郡（1）。治所即今广东省海康县（2）。唐武德四年（621年）复置南合州，以县为州治，贞观元年（627年）为东合州治，八年（634年）改为雷州治，天宝元年（742年）改为海康郡治，乾元元年（758年）复为雷州治（3）。五代梁开平三年（909年），移县治南兴镇（4）。

（1），《隋书》卷31?合浦郡：“旧置越州。大业初改为禄州，寻改为合州。统县十一：合浦，旧置合浦郡，平陈郡废，大业初置郡；南昌；北流，大业初废陆川县入；封山，大业初废廉昌县入；定川，旧立定川郡，平陈郡废；龙苏，旧置龙苏郡，平陈郡废，大业初又并大廉县入；海康，梁大通中，割番州合浦立高州，寻又分立合州，大同末以合肥为合州，此置南合州，平陈以此为合州，置海康县，大业初州废，又废摸落、罗阿、雷川三县入；抱成，旧曰抱，并置郡，平陈郡废，十八年改曰抱成；隋康，旧曰齐康，置齐康郡，平陈郡废，县改名焉；扇沙，旧有椹县，开皇十八年改为椹川，大业初废入；铁杷，开皇十年置。”（北京，中华书局，1973年，3册，884页）。
（2），自隋设县之后，唯梁开平三年，移县治南兴镇，南汉乾亨元年复迁故治，其余未见迁徙记载，治所即今广东省海康县。
（3），《旧唐书》卷41?岭南道?雷州：“隋合浦郡之海康县。武德四年平萧铣，置南合州，领海康、隋康、铁杷、椹川四县。贞观元年改为东合州。二年改隋康为徐闻县。八年改东合州为雷州。天宝元年改为海康郡。乾元元年复为雷州也。”徐闻县：“汉县名。隋置隋康县。贞观二年改为徐闻。”（北京，中华书局，1975年，5册，1759页）。
（4），《太平寰宇记》卷169?雷州?海康县：“隋废（南合）州，置海康县。朱梁开平三年，曾移州于惊雷江源，至刘氏伪命日，却归海康。”（金陵书局，光绪八年刊本，30册）。宣统元年《广东地舆全图》海康县图：海康县东南有惊雷水。其源头有南兴市。（台湾，成文出版社《中国方志丛书》第108号）。
今据此作朱梁开平三年，迁州县治于广东省海康县南兴市。南汉乾亨元年迁还故址。",
